Operator and review model

The current review model is disclosed as single-operator: one operator performs extraction, classification, review, and publication. No independent second reviewer is appointed. Independent review becomes mandatory โ and is recorded as such โ only where the stakes justify it: a conflicting-evidence finding, a material correction, an ECS standard amendment, a legally sensitive claim, or any paid activity related to classification. This keeps independent review meaningful rather than nominal, and states the concentration openly rather than implying a larger team.
The independent-review capability is operational in governance and code: a blocking gate prevents publication of any review-triggering state without a valid, independent, approving review, and the reviewer qualification, conflict-disclosure, checklist, outcome, and decision-boundary rules are published. No reviewer is appointed and no review is recorded yet; the register stays empty and blocks triggered states until a qualified reviewer exists. Read the Independent Review Standard.
No issuer control
Issuer documents may serve as primary evidence, but issuers do not determine ECS rules, admission status, or published conclusions.

Registry inclusion does not establish endorsement, superiority, or suitability.
Sponsorship boundary
Funding or commercial relationships must never buy classification outcomes, suppress unknowns, or bypass correction governance.
